EL 2017

Republican President Edgar Lungu has launched the 7th National Development Plan 2017-2021 with a projected resource envelope estimated at K342.3 billion averaging K68.5 billion annually.

The theme of the development plan is “Accelerating development efforts towards the vision 2030 without leaving anyone behind”.

Speaking during the launch, President Banda says financing over the planned period will be premised on the principle of restoring fiscal fitness as guided by the pillars of the 2016 economic stabilization and growth programme dubbed Zambia Plus.

He says the successful implementation of the 7NDP will require strong linkages between the plan and the budget, adding the success of the plan lies in how the plan is implemented.

President Lungu says it therefore important national budgets are aligned to programmes outlined in the national development plan.

He says the implementation of the development plan will result in key development outcomes such enhanced human development and creation of a conducive governance environment.

He has since directed all government ministries and institutions to align their strategic plans to the Smart Zambia Agenda and the 7th National Development.

President Lungu says there is no option but to succeed in implementing the 7NDP, urging Zambians to be fully committed to the implementation of the plan.

And UN Resident Coordinator Janet Rogan says the 7NDP must be the basis for peaceful, respectful national dialogue.

Ms Rogan says it is time for all sides in the country to rise above partisanship and division because it does not serve the greater interest of the people.

She states that just as it is the job of the leadership of the country to create the space for peaceful, respectful national dialogue, it is equally the responsibility of all others to step into that space to chart the way forward peacefully, together.

Ms Rogan says the UN stands ready to support such peaceful, respectful national dialogue.

She further states that the people of Zambia need the 7th National Development Plan and its promises to start to transform all the inequalities they suffer.
