Dr. Kambwili says his hands are now tied as he cannot make the decision or push for the Bill to be enacted or not on his own as Minister.

In an interview with QTV News Dr. Kambwili who is also Chief government Spokesperson says this issue will have to be tabled in Cabinet.

Dr. Kambwili states that this means that the enactment of the Access to Information Bill into law is dependent on Cabinet sitting down and deciding the way forward

He says what he however finds unfortunate is the fact that some unscrupulous political parties took away the opportunity that the referendum on the Bill of Rights created to enact such legislation.

Dr. Kambwili notes that had this referendum succeeded the Access to Information Bill would have been part of the Republican Constitution.

He says the Bill of Rights provides that such legislation be enshrined in the Country’s supreme law.
