The Zambia Council for Social Development (ZCSD) says there is no time to start debating what should be taken to parliament in the draft constitution for enactment.

ZCSD Executive Secretary Lewis Mwape has told QFM News via telephone that the people have no time to come together and start going through the draft constitution and choose which clauses they want government to take to parliament for enactment before possibly holding a referendum in 2016.

Mr. Mwape says the pronouncement by government calling on stakeholders to submit clauses to be taken to parliament should not be there saying the only way to protect the interests of the people is through a referendum.

He says the route to parliament has not been there and wonders where it came from when the only route that was supported by all stakeholders was through a referendum.

He adds that it is unfortunate that Zambians have a government which does not respect their views and does not want to listen to them.
