Aspiring Munali Member of Parliament Patrick Mungo has added his voice in calling on the Patriotic Front government to ensure the timely enactment of a People driven constitution.
Mr. Mungo is of the view if the country’s new constitution is to be considered people driven it must also have amendments to reduce on the excessive power of the Head of State over the operations of Permanent Secretaries in government Ministries.
He has told Qfm News that he thinks that Permanent Secretaries will perform better if they are not appointed by the President.
Mr. Mungo has suggested that as opposed to being appointed by the President Permanent Secretaries should be appointed by the board of ministries.
He says this is the only way he thinks they will be protected from being victimized, intimidated or fired at will by the President if they do not agree with his or her ways of doing things.
